Arkansas Arts Council — General Operating Support (GOS) FY28

General Operating Support from the Arkansas Arts Council doesn't pay for a specific project, a concert or a recording; it helps an established arts organisation keep its lights on. The money is restricted to non-programmatic costs such as administrative salaries, general marketing and fundraising, rent, utilities, building upkeep, and staff travel. It cannot be used to cover a deficit, build a contingency fund, pay faculty salaries, fund tuition or scholarships, finance capital projects, or cover interest and other financial charges.

It's aimed at local arts agencies and single-discipline arts organisations with annual income of $50,000 or more; the published eligibility language doesn't call out music organisations specifically, so a music nonprofit that otherwise qualifies as single-discipline should confirm fit with the Council's grants program manager before applying. Organisations with budgets over $1 million are generally directed to a separate program instead.

Awards are calculated as a percentage, 7 to 12%, of the organisation's adjusted operating income, and the grant requires matching funds at a rate the guidelines don't spell out.

The FY28 cycle opens 15 October 2026. New or returning applicants file a Letter of Intent by 3 December 2026 and a full Year One application by 14 January 2027; continuing organisations in Years Two or Three apply by 28 January 2027. Panels of Council members and field representatives score the narrative and budget against established criteria, and funding is calculated from the requested amount, adjusted for ineligible items and the panel's score.
